THE publication of the Sibpur Lectures in the form of a Handbook was found necessary owing to the want of a text-book on the whole subject of Indian Agricul ture suitable for the use of advanced students. It is riot possible to learn agriculture from a text-book, apart from a farm, and to learn the subject in a systematic manner, a museum and a laboratory are also necessary. Even one passing out of an agricultural college which is equipped with a farm, laboratory, and museum, and possessing a thorough knowledge of a text-book, must be prepared to buy his experience, either by apprentice ship in another person’s farm, or by losing money on his own, for a year or two, before he can expect to acquire confidence in himself, his crops and his methods. Book-knowledge and college-education must be supple mented by detailed experience in that particular depart ment of agriculture which one chooses to take up, in any particular locality, before one can expect to be a successful farmer. A book, however, is a valuable aid to the student and also to the man engaged in planting or farming. The Handbook’ of Indian Agriculture pretendsto little originality. Facts which now lie scattered in hundreds of Reports, Notes, Monographs, Ledgers and Journals, have been brought together here in one volume and treated in a systematic manner. Cato (M. Porcius Cato) the elder (234-149 BCE) of Tusculum, statesman and soldier, was the first important writer in Latin prose. His speeches, works on jurisprudence and the art of war, his precepts to his son on various subjects, and his great historical work on Rome and Italy are lost. But we have his "De Agricultura"; terse, severely wise, grimly humorous, it gives rules in various aspects of a farmer’s economy, including even medical and cooking recipes, and reveals interesting details of domestic life. Varro (M. Terentius), 116-27 BCE, of Reate, renowned for his vast learning, was an antiquarian, historian, philologist, student of science, agriculturist, and poet. He was a republican who was reconciled to Julius Caesar and was marked out by him to supervise an intended national library. Of Varro’s more than seventy works involving hundreds of volumes we have only one on agriculture and country affairs ("Rerum Rusticarum") and part of his work on the Latin language ("De Lingua Latina"; Loeb nos. 333, 334), though we know much about his Satires. Each of the three books on country affairs begins with an effective "mise en scene" and uses dialogue. The first book deals with agriculture and farm management, the second with sheep and oxen, the third with poultry and the keeping of other animals large and small, including bees and fishponds. There are lively interludes and a graphic background of political events.

I undertook the present study not with a view to present any plan, which may achieve any formal completenes, or advocate any particular policy, but to make a comprehensive and concise survey of those essential issues. It, however, provides the ingredients, which may be helpful in forming a scientific plan for rationalisation of small-scale farming in the country. The account and analysis set forth here, of the present economic situation and opportunities jjn the country, which has forced us to do a great deal of hard and untrammelled thinking, puts the fundamental facts so clearly as to leave no excuse for an intelligent reader for not being able to make his own judgment about them. It is possible that one may not agree with my conclusions, but that does not tender my account incorrect. It has been unavoidable in such an investigation as this to deal with immediate practical issues and plans, the shape of which is changing almost every moment. Since the book has been a lon time in the writing and its main text was finished several months back, my remarks about our particular post-war economic arrange ments are subject to a great limitation. It is now an indisputable fact that while the pace of our industrial development must be quickened, the teeming millions of the country have little chance to improve their lot withoutalmost a revolution in the technique of agricultural production and the system of land tenures. I must also set forth in the forefront of my arguments that while planning for production we must lay proper emphasis on the problems of distribution. In other words the determination of proper values of the different factors of production and of the commodities produced should no longer be postponed. Price-control, instead of being relaxed in the post-war period should be made more comprehensive and refined to work out and stabilize a proper pries-parity. 11 I wish to admit my indebtedness to the sources, wherefrom I have borrowed profusely the material for this thesis. These are so numerous that it is not practicable to express thanks individually to all of them here. This is a pre-1923 historical reproduction that was curated for quality. Quality assurance was conducted on each of these books in an attempt to remove books with imperfections introduced by the digitization process.
