On Agriculture $28.48 Cato (M. Porcius Cato) the elder (234-149 BCE) of Tusculum, statesman and soldier, was the first important writer in Latin prose. His speeches, works on jurisprudence and the art of war, his precepts to his son on various subjects, and his great historical work on Rome and Italy are lost. But we have his "De Agricultura"; terse, severely wise, grimly humorous, it gives rules in various aspects of a farmer’s economy, including even medical and cooking recipes, and reveals interesting details of domestic life. Varro (M. Terentius), 116-27 BCE, of Reate, renowned for his vast learning, was an antiquarian, historian, philologist, student of science, agriculturist, and poet. He was a republican who was reconciled to Julius Caesar and was marked out by him to supervise an intended national library. Of Varro’s more than seventy works involving hundreds of volumes we have only one on agriculture and country affairs ("Rerum Rusticarum") and part of his work on the Latin language ("De Lingua Latina"; Loeb nos. 333, 334), though we know much about his Satires. Each of the three books on country affairs begins with an effective "mise en scene" and uses dialogue. The first book deals with agriculture and farm management, the second with sheep and oxen, the third with poultry and the keeping of other animals large and small, including bees and fishponds. There are lively interludes and a graphic background of political events. |

Conservation of Genetic Resources: Costs and Implications for a Sustainable Utilization of Plant Genetic Resources for Food and Agriculture $127.5 Over the past decade the importance of natural resources for sustainable agricultural development has been increasingly discussed at international forums and conferences. Aside from the sustainable management of soil, water, and air, it now seems to be accepted that the sustainable management of genetic resources is one of the four indispensable preconditions for a sustainable agriculture. The discussion on conservation of plant genetic resources for food and agriculture (PGRFA), however, has to reflect the costs of conservation as well. These have not yet been discussed intensively. The study analyzes the conservation costs of plant genetic resources; it also assesses the effectiveness of conservation and the efficiency of the different conservation instruments. It is based on extensive surveys in relevant countries. Following the detailed cost and impact analysis, the results show that the effectiveness of conservation strategies may be increased. |

Irrigation Water Pricing the Gap Between Theory and Practice: Comprehensive Assessment of Water Management in Agriculture Series No. 4 $226.5 Much hope has been vested in pricing as a means of helping to regulate and rationalize water management, notably in the irrigation sector. The pricing of water has often been applied universally, using general and ideological policies, and not considering regional environmental and economic differences. Almost 15 years after the emphasis laid at the Dublin and Rio conferences on treating water as an economic good, a comprehensive review of how such policies have helped manage water resources an irrigation use is necessary.The case-studies presented here offer a reassessment of current policies by evaluating their objectives and constraints and often demonstrating their failure by not considering the regional context. They will therefore contribute to avoiding costly and misplaced reforms and help design water policies that are based on a deeper understanding of the factors which eventually dictate their effectiveness. |
